Weekly summary of aquaculture news from Vietnam (September 13, 2021 – September 19, 2021)

Aquaculture:

Recently, when localities in Bac Lieu Province applied the implementation of Directive 16, shrimp transportation and purchase faced many difficulties. Shrimp prices continuously decreased, reaching the bottom with very low prices. However, when some localities in the province switched to implementing Directive 15, shrimp prices increased quickly.

Currently, the price of raw white leg shrimp sized 100 shrimp/kilogram purchased by traders at farms is VND70-75 thousand/kilogram; size 40 shrimp/kilogram is at VND115 thousand/kilogram; size 30 shrimp/kilogram is at VND125 thousand/kilogram.

Although compared to the time before the outbreak, the current shrimp price is still low. Yet, the slight increase in shrimp price has opened up hope for farmers amid difficulties and uncertainties caused by the surge of COVID-19 cases in Vietnam, helping people reduce losses and earn profit after a long period of heavy losses.

Processing, Import and Export:

According to the Trade Remedies Authority of Vietnam (belonging to the Ministry of Industry and Trade), the US Department of Commerce (DOC) issued preliminary conclusions of the 17th anti-dumping tax administrative review (POR17) for the period from August 1, 2019 to July 31, 2020 for Pangasius (also known as Tra fish, or swai) of Vietnam.

Of the 63 businesses scheduled to be initially reviewed, the DOC canceled the review with 28 of them for various reasons. Among the remaining 35 businesses, the DOC selected Nha Trang Seafoods Joint Stock Company (NTSF) and East Sea Seafood Processing Joint Stock Company (ESS) to answer the survey questionnaire. In addition, the DOC determined that Green Farms Joint Stock Company (Green Farms) is eligible for a separate tax rate.

According to the Trade Remedies Authority, the preliminary review results of the DOC showed that NTSF is not dumping, so it will not be subject to anti-dumping duty (CBPG); ESS is subject to a tax of $3.87/kilogram because the firm does not cooperate fully with the DOC; Green Farms is entitled to a tax rate of $1.94/kilogram. The remaining companies among the 35 reviewed businesses continue to be taxed at $2.39/kilogram as in previous years.

Thus, at present, there are about 10 Vietnamese Pangasius exporters not subject to the anti-dumping duty imposed by the US, including a number of large businesses such as Vinh Hoan Joint Stock Company, Nam Viet Joint Stock Company, Nha Trang Seafood Joint Stock Company.

Following this issuance, the DOC announced that interested parties may submit comments or request a hearing within 30 days from the date of publication of the preliminary conclusion. The final conclusion is expected to be issued by the DOC in January 2022.
